Qualifications

  • You're currently reachable on the the appropriate eligible list for this title,
  • You're eligible under the 55 b/c program, OR
  • For 70.1 or 52.6 transfer to a State Program Examiner 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-21 or above.

Duties 

Audit of State Agencies, Programs and Authorities
  • Under the supervision of a State Program Examiner 3, performs audits in accordance with applicable standards.
  • Develops an audit plan or charter focusing on areas of highest risk and most significant impact.
  • Surveys the areas relevant to the focus of the audit, which may include reviewing financial statements, past audit reports, pertinent laws, and other materials, and meeting with agency representatives.
Supervision of the Audit
  • Instructs the State Program Examiner 1s and Trainees about audit scope and objectives, potential problems, and techniques to be used.
  • Assigns staff to audit segments.
  • Reviews and evaluates working papers and documentation assembled by the examiners and trainees.
  • Directs daily assignments.
  • Provides on the job training and development for staff.
  • Prepares performance evaluations for State Program Examiner 1s and Trainees.
  • Participates in the preparation of preliminary audit findings.
  • Discusses tentative findings and recommendations with agency representatives.
  • Participates in exit and entrance conferences.
  • Prepares a draft audit report covering the significant aspects of the audit.
Supervision
  • Responsible for supervision, development, and evaluation of State Program Examiner 1s.
Special Projects
  • May also participate in research, special projects, quality assurance, audit planning and other areas supporting the audit work.

  • Audit Concept – Candidate must be able to efficiently and effectively lead and complete audit tasks, of varying degrees of difficulty, according to GAGAS and consistently develop findings with significant impact.
  • Communication – Candidate must: have strong writing, oral, interpersonal and communication skills; must be able to effectively listen and answer questions; speak in a positive, professional tone, confidently speak about accomplishments/ likes/ dislikes/ frustrations, and demonstrate ability to problem solve.
  • Leadership – Candidate must: demonstrate ability to overcome obstacles; willingly take on challenges and effect change; demonstrate ability for problem solving; understand basic problem-solving concepts; understand own role/responsibility within a team.
  • Self-Development – Candidate must be receptive to improvement opportunities; enthusiastic about training opportunities; interested in career growth; and able to learn quickly from mistakes.
  • Technology – Candidate must: display an aptitude for computer fundamentals; be familiar with Microsoft applications and Internet resources; and adapt well to technological change.
  • Work Ethic – Candidate must: be responsible, accountable, and productive; display professionalism, integrity, initiative, and intelligence; have the ability to work in a fast-paced environment, manage multiple priorities, pay attention to details and meet deadlines; and show enthusiasm and interest in this position. Candidate must effectively articulate goals in line with the auditing position.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
